Why is Manga considered a separate medium from comic books?

Sailor Moon's manga fuku
I'm working on a cosplay for Sailor Moon now. =) I want to do the manga version though, cos her outfit is prettier to me. But my question is...in the manga, is her fuku pink & blue or red & blue?? I can't tell, on the new release it looks veryyyy pink.
